Speaking in Canberra, the Australian capital, Carney emphasized the distinction between what he described as unconsulted offensive action and Canada's broader alliance commitments. "There's a distinction between the offensive actions that were taken and are being taken by the United States and Israel without consultation with Canada and other allies," he said. "We're not party to those actions." However, he maintained that Canada would continue to stand by its allies when called upon.
